The RAA hosted its 16th Audit Conference from 8-12 July 2019 at Professional Development Center,Tsirang

After gap of four years, the Royal Audit Authority (RAA) hosted its 16th Audit Conference at the Professional Development Center, Tsirang from 8 July 2019 to 12 July 2019 on the theme ‘Value and Benefits of SAI: Making a difference in the lives of citizens’. The opening ceremony on 8 July 2019 was graced by His Excellency the Hon’ble Speaker of the National Assembly, Tshogpon Wangchuk Namgyel as the Chief Guest and attended by members of Public Accounts Committee (PAC), Dasho Dzongda, Dasho Drangpon, Superintendent of Police, Tsirang and Lam Neten of Rabdey, Tsirang.

Ugyen Dorji, Deputy Auditor General welcomed the guests to the opening ceremony. The synopsis of the theme paper was briefly presented to the floor by Tashi Tobgay, AAG on the factors contributing towards providing value and benefits as the nation’s Supreme Audit Institution. These are namely Strengthening the accountability, transparency and integrity of government and public sector entities, Demonstrating ongoing relevance to citizens, Parliament and other stakeholders and Being a model organization through leading by example.

The Lam Neten administered the “Oath of Good Conduct, Ethics and Secrecy” to 36 new employees in the presence of the Chief Guest, the Hon’ble Auditor General, other guests and the officials of RAA. The Chief Guest awarded the promotion orders to 24 employees and AG’s Compliance Assurance Award for three best Audit Reports during the FY 2016-17 and 2017-18 and best three Significant Audit Observations for 2016-17 and 2017-18.

The Hon’ble Auditor General presented the AG’s Report to the 16th Audit Conference on the initiatives and accomplishments of RAA from July 2015 to June 2019. The Chief Guest launched the Financial Audit Manual, Performance Audit Guidelines, Environment Audit Guidelines, Follow-up Guidelines and Outsourcing Policy. The website of PDC, Tsirang was also launched the Chief Guest.

During the four day conference, there were presentations from Public Accounts Committee (PAC), Ministry of Finance (MoF), Gross National happiness Commission (GNHC), Certified Professional Accounts (CPA) Australia and Anti-corruption Commission on various thematic and emerging issues. The house reviewed status of RAA’s Strategic plan 2015-2020, ISSAI based audit review, Common issues raised during audit sensitization program and challenges facing in RAA.  The house was presented on the stakeholder engagement strategy, Human resource retention strategy and competency framework of auditors.

Besides rigorous presentation and discussion, numerous sporting activities and social activities were organized among divisions and departments.

More than 230 auditors from RAA attended the conference, which was funded by RGoB.
